Is my channel almost good enough to become a partner?

I get about 300 views on most of my videos and post them frequently. I have almost 600 friends and almost 130 subscribers. YouTube recently suggested that I apply for a single video partnership on my video "DOG PARTY". Do you think I am almost ready to apply for a full partnership and if not, how long do you think it will take before I am ready? Also, please give me any tips that you can because I am trying very hard to become a partner
