Give me suggestion on how stricter penalties be imposed to reduce the number of habitual traffic violator?

Like what are you looking for? In theory the stronger the penalty the less likely someone is to do it there for it reduces the number of violations. Like if you lost your car the first time you were caught speeding the less likely you would be to do it! Now that MN created the Primary Seat belt Law there are less People choosing not to wear it therefore the number of Fatality due to not wearing seat belts are reducing.
