My Google AdSense Account was Disabled, can I still apply for the YouTube Partnership Program?

I recently had a video that Google AdSense requested to run ads on. Weirdly, not because of any invalid clicks, it was disabled. Does this mean I can't apply for the YouTube Partnership Program? Because if I get accepted it will run through Google AdSense. And my account is disabled. It was recently disabled and I am hoping on the slim chance it will be reinstated. If it does not, will I be able to apply and use Google AdSense?
