Can i apply for a partnership if im under 18 with parental consent?

hi can i apply for a partnership assuming that the criteria was all correct but i was under 18? I saw a video made by youtube stating that if you were under 18 that u need parental consent. I researched online and found a lot of people saying that you need to link acounts with your parents or something? Am i allowed to just let my parents apply for the partnership if they dont have acounts themselves? and i know for sure that adsense needs you to be over 18 so would i not be able to apply for that at all or could my parents apply for that with their own info.
