DUI- Would everyone that tests over the legal limit necessarily appear intoxicated?

Just curious about this. Say someone is a heavy/habitual drinker with a high tolerance for alcohol. When they they take a Breathalyzer and test over the legal limit, say .4 (I don't know what the legal limit is!), would they appear as drunk as someone who isn't a regular drinker and has a much lower tolerance who tests the same?
